The Vice Rectorate of External Relations, Cooperation, Animation and Communication and Scientific Events of ABDELHAMID IBN BADIS University of Mostaganem was created by Executive Decree No. 09-250 of August 10, 2009 amending and supplementing the executive decree of July 07, 1998 and creating the university.

- Service of Inter-University Cooperation and Exchanges and Partnership.
- Service of Communication and Scientific Events.
Tasks
- Promote the University’s relations with its social and economic environment and initiate partnership programmes.
- Initiate each activity to promote exchanges between universities and cooperation in the fields of education and research،
- Ensure animation and communication within and outside the university.
- Organise and promote scientific events.
- Ensure the follow-up of professional development programmes and the updating of teachers’ knowledge and ensure its consistency.
