Message from the Faculty Council

The Board of the Faculty of Medicine serves as the strategic body responsible for supporting the development and governance of the faculty. It ensures the implementation of academic, scientific, and administrative directives, in accordance with the university’s core missions: education, research, and service to society.

Through its deliberations and decisions, the Council works to enhance the quality of medical education, support scientific research, and improve students’ learning conditions. It is also committed to promoting transparent, effective, and participatory governance, involving all members of the university community.

In a context marked by the rapid evolution of medical knowledge and public health needs, the Council supports initiatives aiming at pedagogical innovation, national and international openness, and the development of training and research infrastructures.

The Council reaffirms its commitment to supporting all actions contributing to academic excellence, the training of competent and responsible physicians, and the prominence of the Faculty of Medicine in serving society.

Under Algerian legislation, Executive Decree No. 03-279 of 24 Joumada Ethania 1424 (August 23, 2003) defines the missions and specific rules for the organization and functioning of universities.

Article 37 :

Composition of the Faculty Council

The Faculty Council consists of:

  • The Dean of the Faculty, as President,

  • The President of the Faculty Scientific Council,

  • Heads of Departments,

  • Director(s) of Research Units and Research Laboratories, if applicable,

  • Two faculty representatives per department, elected among those holding the highest academic rank,

  • One student representative per department, elected,

  • Two elected representatives of administrative, technical, and service staff.

Vice-Deans, the Secretary General, and the Faculty Library Head attend meetings with consultative voice.

Article 38 :

Opinions and Recommendations of the Faculty Council

The Faculty Council issues opinions and recommendations regarding:

  • The faculty’s development prospects,

  • The planning of the faculty’s educational and research activities,

  • Prospects for national and international scientific cooperation,

  • Planning of continuing education, professional development, and retraining activities,

  • The faculty’s budget draft,

  • The faculty’s human resources management plan draft,

  • Draft contracts and agreements for studies, expertise, and services provided by the faculty,

  • Faculty management,

  • The faculty’s annual activity report.

The Council reviews and proposes any measure likely to improve the faculty’s functioning and support the achievement of its objectives, and provides opinions on any matter referred to it by the Dean.

Article 39 :

Teacher and staff representatives (administrative, technical, and service personnel) are elected by their peers for a three (3) year term, renewable once.

Student representatives are elected for a one-year term, renewable.

The official list of Faculty Council members is established by order of the Minister in charge of Higher Education and Scientific Research.

Article 40 :

The Faculty Council meets in ordinary sessions upon the President’s convocation once every three months.

It may convene in an extraordinary session at the request of either the President or any of its members.

Article 41 :

The Dean relies on the opinions and recommendations issued by the Faculty Council.

Article 42 :

The operating procedures of the Faculty Council are established by order of the Minister in charge of Higher Education.
