Dans ce pays, l\u2019acc\u00e8s au march\u00e9 du travail et, plus encore, les possibilit\u00e9s de promotion professionnelle sont conditionn\u00e9es par la possession d\u2019un \u00ab dipl\u00f4me \u00bb. Cette exigence s\u2019applique \u00e0 tous les niveaux. Ainsi par exemple dans le domaine de l\u2019enseignement sup\u00e9rieur les formations ne peuvent \u00eatre assur\u00e9es que par du personnel titulaire d\u2019un magister (ancien dipl\u00f4me existant avant le passage au syst\u00e8me LMD) ou d\u2019un doctorat. Sans doute plus repr\u00e9sentatif, dans n\u2019importe quel secteur socio-\u00e9conomique, le titulaire d\u2019un certificat d\u2019aptitude professionnelle (CAP ou \u00e9quivalent), voire d&rsquo;un dipl\u00f4me de technicien sup\u00e9rieur, ne pourra jamais postuler \u00e0 un poste d\u2019encadrement, soit de cadre moyen, soit de cadre sup\u00e9rieur. Tout en \u00e9tant un moyen reconnu et accept\u00e9 d\u2019acc\u00e8s \u00e0 l\u2019emploi, le dipl\u00f4me ainsi exacerb\u00e9 devient alors en m\u00eame temps un frein consid\u00e9rable \u00e0 l\u2019\u00e9volution professionnelle. Il n\u2019est sans doute pas inutile de rappeler ici que cette rigidit\u00e9 a bien \u00e9videmment une incidence significative sur les salaires et leur \u00e9volution n\u00e9cessairement limit\u00e9e dans le temps. Cette incidence est encore plus forte lorsqu\u2019elle bloque la motivation et l\u2019investissement des personnels dans leur travail.<\/p>\n<p><span style=\"color: #339966;font-size: 14pt\"><strong>Contexte et motivation<\/strong><\/span><\/p>\n<p style=\"text-align: justify\">Confront\u00e9e au d\u00e9fi d\u00e9mographique et \u00e0 la diminution de la \u00ab rente p\u00e9troli\u00e8re \u00bb, l\u2019Alg\u00e9rie s\u2019ouvre \u00e0 l\u2019\u00e9conomie de march\u00e9 et cherche justement \u00e0 promouvoir une forme d\u2019ascenseur social en particulier pour les jeunes les plus battants et plus g\u00e9n\u00e9ralement pour tous ceux ayant la volont\u00e9 de progresser. Dans ce contexte, et dans une optique d\u2019assouplissement attendu avec impatience par la soci\u00e9t\u00e9 civile, les autorit\u00e9s alg\u00e9riennes s\u2019interrogent sur l\u2019opportunit\u00e9 de mettre en place des dispositifs permettant la Validation des Acquis de l\u2019Exp\u00e9rience (VAE).<\/p>\n<p style=\"text-align: justify\">Le projet InPPROVE ouvre l\u2019opportunit\u00e9 \u00a0pour mettre en place \u00a0une m\u00e9thodologie \u00e0 suivre pour une mise en place de la VAE par l\u2019enseignement sup\u00e9rieur, puis \u00e0 exp\u00e9rimenter cette m\u00e9thodologie sur quelques formations professionalisantes.<\/p>\n<p><span style=\"color: #339966;font-size: 14pt\"><strong>Objectives du projet InPROVE<\/strong><\/span><\/p>\n<p style=\"text-align: justify\">Le projet InPROVE a pour ambition d\u2019ouvrir la possibilit\u00e9 de sanctionner par un dipl\u00f4me universitaire la validation des exp\u00e9riences professionnelles. Pour tendre vers cet objectif, le projet se propose de\u00a0:<\/p>\n<ul style=\"text-align: justify\">\n<li>d\u00e9velopper une m\u00e9thodologie de mise en \u0153uvre de la Validation des Acquis de l\u2019Exp\u00e9rience (VAE) au sein des universit\u00e9s alg\u00e9riennes.<\/li>\n<\/ul>\n<p style=\"text-align: justify\">Pour \u00eatre appliqu\u00e9e, cette m\u00e9thodologie, d\u00e9velopp\u00e9e conjointement par les partenaires alg\u00e9riens s\u2019appuyant sur l\u2019acquis des partenaires europ\u00e9ens dans leurs pays respectifs, implique la disponibilit\u00e9 de structures administratives efficientes, de conseillers VAE comp\u00e9tents et d\u2019enseignants chercheurs r\u00e9f\u00e9rents capables d\u2019\u00e9crire les formations universitaires en termes de comp\u00e9tences et d\u2019\u00e9valuer les comp\u00e9tences professionnelles.<\/p>\n<p style=\"text-align: justify\">Au-del\u00e0 du d\u00e9veloppement de la m\u00e9thodologie elle-m\u00eame, les objectifs sp\u00e9cifiques d\u2019InPROVE incluent la prise en compte des aspects mentionn\u00e9s ci-dessus, \u00e0 savoir :<\/p>\n<ul style=\"text-align: justify\">\n<li>la d\u00e9finition et l\u2019impl\u00e9mentation au sein des universit\u00e9s partenaires de structures pouvant servir de support \u00e0 l\u2019introduction de la VAE au sein des \u00e9tablissements. Afin d\u2019assurer le bien fond\u00e9 et la l\u00e9gitimit\u00e9 de ces structures, des \u00e9l\u00e9ments tels que la r\u00e9glementation en vigueur, l\u2019organisation interne et le fonctionnement des universit\u00e9s, ou encore les imp\u00e9ratifs de la VAE seront int\u00e9gr\u00e9s \u00e0 part enti\u00e8re dans les phases de r\u00e9flexion et de construction;<\/li>\n<li>la formation de conseillers VAE permettant \u00e0 ces personnels d\u2019apporter aux candidats \u00e0 la VAE une information appropri\u00e9e et un soutien efficace en particulier lors de la pr\u00e9paration des dossiers;<\/li>\n<li>la formation d\u2019enseignants \u00e0 l\u2019\u00e9criture de formations en termes de comp\u00e9tences, incluant des phases pratiques de transcription sur des formations existantes.<\/li>\n<li>la formation d\u2019enseignants \u00e0 l\u2019\u00e9valuation des comp\u00e9tences, l\u00e0 encore bas\u00e9e sur l\u2019examen de cas pratiques. Ces trois ensembles de formation seront assur\u00e9es par les partenaires europ\u00e9ens qui pourront ainsi transmettre leurs bonnes pratiques \u00e0 leurs coll\u00e8gues alg\u00e9riens.<\/li>\n<\/ul>\n<p style=\"text-align: justify\">Le dernier objectif d\u2019InPROVE a trait \u00e0 la validation du dispositif dans son ensemble \u00e0 travers l\u2019analyse de quelques cas tests.
