CUPAGIS est un projet de renforcement de capacit\u00e9s dans l\u2019enseignement sup\u00e9rieur (CBHE) agr\u00e9e du 15 novembre 2018 au 14 octobre 2022. Par ailleurs, Professeur SOOMERE est un math\u00e9maticien reconnu mondialement et un grand scientifique dans le domaine marin. Il est aussi pr\u00e9sident de l\u2019Acad\u00e9mie Estonienne des Sciences depuis 2014. Ses int\u00e9r\u00eats scientifiques se concentrent sur l\u2019analyse et l\u2019att\u00e9nuation des risques c\u00f4tiers d\u2019origine marine. Il a \u00e9t\u00e9 d\u00e9clar\u00e9 personnalit\u00e9 de l\u2019ann\u00e9e en Estonie en 2005, il a re\u00e7u le prix national des sciences \u00e0 deux reprises et en 2014 ainsi que l\u2019ordre de
